Call: who will help build taxi surveillance system?

The Human Environment and Transport Inspectorate (ILT) is working on a new system for monitoring taxi transport. In doing so, the ILT is calling on the ICT market to come up with commercial solutions for taxi operators. In the short term, the ILT is organising information sessions for this purpose.

The ILT supervises taxi transport. Currently, the data needed for supervision is still recorded in the Onboard Taxi Computer (BCT), which must be installed in every taxi vehicle. But this system has not been a resounding success. On top of that, the validity of public key infrastructure (pki) government certificates for BCT cards expired in 2020; replacing them cost several millions.

The state secretary of the Ministry of Infrastructure and Water Management did not want such a situation again and asked supervisor ILT to come up with an alternative. This is being worked out in the Realisation Variant BCT project. For this, the form of the equipment used to register and deliver taxi drivers' working and rest times will be abandoned. In the new set-up, the delivery of real-time data is done under strict conditions. But taxi companies are allowed to choose which commercial products and services they use to send this data to the ILT.

The regulator is now calling on ict companies to develop and market the equipment and/or software needed for this, including making the specifications for data exchange available. The entry into force of the amended law for Variant BCT is scheduled for 1 July 2024. If the system becomes operational after that, there will be a transition period of several years.
