Arnhem municipality will enforce the inner city environmental zone with cameras. Lorries that are less clean than category Euro 4 and do drive in the city centre are currently still fined manually, but in future this will be done via automatic license plate recognition.
"We want to keep out big polluters," said alderman Henk Kok. "Camera surveillance is an effective method for this. The concentration of nitrogen dioxide at Arnhem's biggest bottleneck, at Eusebiusbuitensingel, will fall by 1.2 micrograms per cubic metre, according to researchers."
Arnhem established an environmental zone ub in the city centre in July 2014 for trucks less clean than category Euro 4. Trucks that do enter this zone will receive a fine of 230 euros. However, the environmental zone proved difficult to enforce in practice. Only 236 vehicles were checked up to the end of December 2014, of which 20 did not comply with the rules. Cameras should increase the effectiveness of the environmental zone.
The automatic license plate recognition system will cost over four tonnes and will be put out to European tender. It is expected to go live in autumn 2015.
