Since this week, the European Commission has adopted a regulation to make the rates of cross-border parcel transport more transparent for consumers and businesses. Package carriers must, among other things, provide the ACM with insight into rates, volumes and turnovers.
Parcel carriers with more than 50 employees or operating in several EU countries are covered by the new regulation. The condition is that they offer one or more cross-border parcel delivery services. These companies must register with regulator Authority Consumer and Market (ACM) and send data on rates and volumes annually.
Webshops must inform consumers
The new regulation should make it easier for consumers to shop online across borders. Indeed, the regulation also requires online shops to inform consumers, who place orders across borders, about cross-border delivery options, delivery costs and complaints procedures.
Registration with ACM later this year
Registration with the ACM should be fulfilled later this year. In the first half of 2019, parcel carriers must submit the required data to the regulator. The European Commission will set standard forms for this later this year.
