Lower House members Barbara Visser and Remco Dijkstra (VVD) have raised parliamentary questions about the proliferation of municipal environmental zones in big cities like Amsterdam, Utrecht and Rotterdam. According to them, the number of different environmental zones is getting out of hand. They fear that entrepreneurs will soon have to buy a new fleet of vehicles per municipality and take traffic exams to understand the different rules.

Accumulation of burdens
MPs want State Secretary Mansveld of Infrastructure and the Environment to take steps to provide greater clarity for businesses and motorists. They are also keen to know whether the plans of Rotterdam and Amsterdam are in line with the recently signed Green Deal on Zero-Emission Urban Distribution (ZES), which encourages businesses to reduce their emissions. ‘Does this not amount to an accumulation of burdens for businesses? And does the Minister believe that the government is a reliable partner for the business community if local authorities keep revising the agreements and requirements, particularly in light of the sharp criticism of the proposed expansion plans by various trade associations, such as TLN, EVO and BOVAG?’ the MPs asked.
