Municipalities do not seem to know very well how to deal with pick-up points. That's according to a report by the Bureau of Urban Planning and law firm Lexence.
Logistics destination or retail?
Pick-up points are often placed in business parks. These areas are easily accessible by car and thus serve well as pick-up points. This is allowed if a pick-up point is labelled as a logistics business. However, many municipalities assess a pick-up point as destination retail, which means that a pick-up point cannot simply be opened on a business park. The business is then entirely dependent on the municipality's cooperation.

To stop the location of a pick-up point depending on local municipalities, Bureau Stedelijke Planning and law firm Lexence want clear rules to be made about pick-up points.
